Sometimes funding opportunities arise through private industry collaborations or discussions with sponsor program officers. We advise that you inform the Office of Sponsored Programs, your department chair and your dean early in the discussion process in order to assess risk and address any potential issues.
Additionally, make sure to contact the UI Office of Corporate and Foundation Relations before preparing an application.
For some funding opportunities, such as the CTR-IN Pilot Grant program, the sponsor places a limit on the number of applications or proposals that an institution can submit. In these cases, the institution conducts an internal screening process to determine which project can be submitted to the sponsor.
Procedures for Limited Submissions
1. In most cases, the Office of Research and Economic Development will distribute announcements for programs with institutional limits as soon as the program solicitation or request for proposals is available. The announcement will include a call for letters of interest from PIs, along with a deadline for submitting the letter of interest. If you have identified a limited submission funding opportunity and have not seen a notice for internal competition, please let the Research Office know.
2. To respond to a call for letters of interest, please complete a cover page, a two page project description, and a one-page draft budget for the total project period by the deadline stated in the call. If the agency requires a Letter of Intent, you may submit your project description in the LOI format required by the agency.
Cover Page should include the following information:
- Name of sponsoring agency
- Program title
- Working title for the project
- Name and department of PI(s)
- List of other participants (and affiliations if not UI)
Project Narrative should be 12pt font with 1-inch margins. We recommend that you address program review criteria in the narrative. Proposals to NSF should briefly state intellectual merit and broader impacts.
Budget (one page) should be an estimate for the total project period. If the program requires matching funds, the potential source(s) must be identified in the budget (account numbers not required) and the cover page must be signed by the PI’s department chair and dean.
3. Submit all materials to [email protected] at the Office of Research and Economic Development as a PDF attachment.
4. The VP for Research (VPR) will form a group of reviewers who have expertise in the RFP’s subject area and experience with competitive grants. Reviewers will be asked to provide their recommendations and comments to the VP for Research. Reviewers in this process will remain anonymous. A summary of reviewer comments will be provided to the PI.
5. The VPR will notify PIs of the results of the internal review process. The selected project(s)/nominee(s) will then proceed with completing a proposal to the agency. Proposals must be submitted through the Office of Sponsored Programs with all appropriate approvals.
6. A PI who has been selected to go forward with a proposal, but for some reason is unable to proceed, should contact the VPR as soon as possible so that the opportunity can be offered to another interested PI.

The Higher Education Research Council of the Idaho State Board of Education has released an RFP for research proposals to support the goals of the Idaho Global Entrepreneurial Mission, or IGEM, initiative.
The purpose of this call is to enhance research capacity at the University of Idaho by building on existing strengths that will impact economic development in the state. These proposals can be up to $700,000 per year for a maximum of three years. Proposals must have an impact in the private sector.
In order to select the most competitive proposals for submission, there will be an internal competition based on review of preproposals. The preproposal should be responsive to the RFP as well as describe the project, its potential impact, private sector interest and support, key personnel and expected outcomes. This should not exceed three pages.
In addition, an abbreviated proposed budget should be attached. This budget should include funds to be requested from IGEM as well as contributions from other sources such as the university, private sector, etc. Proposers are encouraged to work with deans and other university administrators as they develop their concepts. All submissions must be endorsed by a dean or deans.
